The capital budget authorizes and provides the basis for control of expenditures for the acquisition of significant Park District assets and the construction of all capital facilities. The Arlington Heights Park District develops and annually updates a Capital Improvement Plan (CIP). Capital Budget appropriations lapse at the end of the fiscal year, however, they are rebudgeted until the project is complete. As capital improvement projects are completed, the operations of these facilities are funded in the operating budget.
Capital Improvement Project Guidelines
The Project Must:
- Have a monetary value of at least $20,000
- Have a life of at least three years
- Result in the creation of a fixed asset, or the revitalization of a fixed asset
Included within the Above Definition of a Capital Project are the Following Items:
- Construction of new facilities
- Remodeling or expansion of existing facilities
- Purchase, improvement and development of land
- Operating equipment and machinery for new or expanded facilities
- Planning and engineering costs related to specific capital improvements
The Arlington Heights Park District prides itself on engaging the community throughout its Capital Improvements Plan process. Whether it’s the replacement of a playground or the development of a renovated or new facility, residents are invited and encouraged to provide their input and comments. The Park District proactively notifies residents by letters and signage when meetings are scheduled to discuss improvements planned at “their” neighborhood park.
Centennial Park Planning Initiative
The Arlington Heights Park District is leading a planning initiative for Centennial Park improvements including a new playground, shelter, outdoor games, fitness equipment, baseball improvements, and a fishing pier with an interpretive overlook!

The Recreation Park Project is currently in the planning and development stages. We expect to have timelines and finalized designs for Phase 1 soon! Information regarding the project will be communicated as they become available through our website, social media, email newsletter and more.
Heritage Park Basketball Courts | In Progress
Basketball Courts paving portion is complete. Old courts were torn out and repaved with reinforcement materials to help them last longer. Basketball hoops are on backorder until September 16 and goals will be installed in concrete shortly thereafter. Once finished, color coating will be applied to complete the courts.
Creekside Park Sport Courts | In Progress
Sport Court paving portion is complete. Old sport court was removed and replaced with fresh asphalt that uses special reinforcement to prevent future cracking. Basketball hoops are on backorder until September 16 and goals will be installed in concrete shortly thereafter. Tennis nets will also be installed at this time. Once finished, color coating will be scheduled and applied to finish the project.
Prairie Park Playground, Concrete and Sealcoating | In Progress
Equipment is on order and in the next few weeks, we will have new ADA concrete ramps installed, new benches and cans installed around the playground, new sealcoating of all paths and the parking lot. Sealcoating to take place in the park on September 5, depending on the weather. The concrete will be installed in early to mid-September. Finally, the playground is to be installed in late September/early October, depending on weather conditions.
Dryden Pickleball Courts | In Progress
Acoustical fabric will be installed on the fence to buffer noise for nearby residents with the next few months.
Melas Park Sealcoating and Paving | In Progress
Sealcoating on all paths outside the fenced area to be done on September 3, weather permitting. Paving to begin on September 5 and 6, weather permitting. Patching will take place around the concessions building. In addition at Melas, a new ADA paved path will be installed into the Bosch parking lot through a collaborative agreement, and connect to our existing trail path. Also, the concessions building will receive a new roof and gutters this fall.
Willow Park Trails | In Progress
Paving to begin within the next two weeks. Existing asphalt trails will be removed and reinstalled across the park. These improvements will enhance our trail connection to Lake Arlington.
Nickol Knoll Asphalt Patching | In Progress
Asphalt patching will be taking place in the upcoming weeks in mid-late September, dates to be determined. Work will be done in the parking lot, cart paths and by the maintenance shop.
Arlington Lakes Golf Club Paths | In Progress
Crack filling will take place on all paths on Thursday, August 29. All cart paths will be seal coated on the tentative date of September 16, with a rain dates of September 23 and 30. The course will have limited playing access on these dates. For more information on holes available, contact Arlington Lakes Golf Club directly.
Indoor Tennis Courts Color Coating | Completed
Color coating for all indoor tennis courts at Heritage Tennis Club and Forest View Racquet & Fitness Club has been completed and courts have been reopened.
Banta Park Basketball Court | Completed
Outdoor color coating on the basketball court has been completed.
Green Slopes Pickleball Courts | Completed
Special acoustical fabric was installed around the Pickleball courts to buffer sound.
